Why is it legal to wear sunglasses while driving but illegal to have your front windows tinted?

I don’t understand why in California, it is illegal to tint your front car windows because of safety/vision issues but at the same time, people are allowed to wear dark sunglasses.

    A tinted window would not be a great idea at night or in bad weather so I guess it could also be a safety hazard.

    Sunglasses off at night but you can take your tint so right there should make enough sense to why there is.
